Second, the term governance is typically used when we are talking about the structure and process of interaction among many different groups and organizations engaged in governing. Thus, governance is often discussed in terms of the coordination of collective action, which some governance theorists describe as steering—a systems concept that comes from the German concept of Steuerung and arises from discussions of how gov-ernment can direct, coordinate and control relatively autonomous societal subsystems (Mayntz, 1993).
